BOSTON — The Massachusetts Department of Transportation (MassDOT) and the Registry of Motor Vehicles (RMV) have introduced a new online Citation Portal. This self-service tool offers access to real-time citation and violation data.
The portal aims to increase public awareness of citation and violation information and is accessible online. Users can interact with the data through pre-built reports and interactive dashboards, or conduct their own analysis. The platform ensures that no personally identifiable information is available, adhering to data protection and privacy laws.
Transportation Secretary and CEO Monica Tibbits-Nutt stated, "Data is one of the most powerful tools we have to improve safety and accountability on our roads. By expanding access to this information, we are not only promoting transparency—we’re empowering the public to be informed, engaged partners in building a safer transportation system.”
Registrar of Motor Vehicles Colleen Ogilvie noted the value of this information for law enforcement and other stakeholders, expressing satisfaction in making it "available to the general public on an easily accessible platform for the first time."
Merit Rating Board Director Sonja Singleton commented on the development, stating, "Following extensive conversations with our key stakeholders, we listened and delivered. With their input, we have created a dynamic data tool that can display citation information in wide range of formats, from a basic chart to a more complex grid for more complicated analysis.”
The portal includes several modules:

Interactive Data Dashboards: These provide an interactive summary of Citation and Violation data.

Data Query and Visualization (Q&V): This tool guides users through steps to query and inspect a subset of data.

Data Extraction: Users can receive an email containing an Excel file for specific location and year data.

Reports: A series of reports are categorized for different information.

Citation Tabulation and Charting: This tool allows users to examine the overall data set at either the Citation or Violation Data level.

Citation Tree: This module facilitates the analysis of data counts in a tree format.

Test of Proportions: This feature enables the comparison of data sets to identify over-representation of specific data fields.
